my workshop (aka garage) is concrete block and it would seem VERY porous.
e.g. I stacked some bricks agains my neighbours garage, and when it rained the wall soaked thru and a puddle formed under his car (oops)

I was planning on insulating and ply lining the inside, and possibly featherboarding the outside. Would this work or am I always going to have water problems?????
 
If the blocks are porous you will always have a damp workshop unless you seal them on the outside. This could be a purpose made sealer, render or possibly a masonry paint which will need regular repainting.
Here is a sealant for brick or block from Screwfix.
It's only 1 litre so you will need to find out the coverage & how many you will need. It may be worth while asking in a builders merchant. They are likely to have larger sizes & will be able to advise you.
