Any idea what this is? One of hundreds of pieces I have found in my late father's workshop.

Not certain, but I think it was intended for cutting down into floorboards, attached to a drill as Tom said.
 
Arcoy rebate/groover.
As said an electric drill provides the power.

As mentioned, it’s a drill powered groover. I found a similar (different make) one in my grandads garage a long time ago. I didn’t dare try it, the idea of it is terrifying.

Edit: noticed Andy T’s post. That’s a logical idea. Not sure if yours is the same, but the blade on mine didn’t look like it was meant to be used for through cuts.
 
Just to confirm what the others said, this is from "Modern Power Woodwork" 1962.

It's an "Arcoy Rabbeter" - designed for use with a drill - pretty awful by modern standards, but might be of interest to an avid collector
