In the 80s and 90s Hilka were a supplier of cheap tools and machinery. My guess is they were never supported with spares. So there's probably not a lot you can do with it.
I hope I'm wrong.

Is it the same as the Draper WTL90 or numerous other brands like SIP,Axi, etc.
What is the problem with the Reeves drive?

These things can be sticky, and Chas (CHJ) has spoke about this before about spraying PTFE onto the shaft.

I have heard stories about these clutch plates being made of cheese, and breaking with the smallest of taps, so if it's not apart, might not be the best idea to dismantle.
Hope its not in bits.

Does the speed need to be mucked about with before the drive spur will spin?
Have you tried giving the timber a good spin to get going?

Thankfully, I haven't needed to change the pulley on my lathe, but see that plenty of folks can get replacements which look of similar quality on the bay.
Probably the first one you might come across.
