It's half of a panel gauge.

The stem of the gauge passes through the square hole, and is locked in place by a small wooden wedge in the notch by the hole. The stem is usually about 18" to 30" long, and has the marking spur (like a small spike) about 1/2" from one end.

If you google 'panel gauge', you'll no doubt find several pictures of complete ones.

any idea of the brand, i think i've seen that logo on, err, something in a box of tools under my bench?
thx chris
