I can't see the make, found it on an online auction site, haven't bought it though. Cute thing. Wish the handles weren’t plastic though. Does it actually work? Is there a use for it?
 
It's a toy, but does have a blade you can take off (like one in a pencil sharpener) and sharpen.
You can then use it to chamfer an edge (if you don't already have another plane or a bit of sandpaper) or to sharpen a matchstick. There's no functional adjustment, that's all one moulded lump.
Marx made a range of other miniature tools as well. (And lots of other toys.)

Surprisingly didn't see any chisels.
