These are coming up for sale at Lidl.

I have no idea what they are used for.

Plug cutters and Step drills for sheet metal/plastic.

As above, plug cutters to plug screw holes in a matching timber.
Should be said though that they are the very basic type, will need sharpening, will produce lots of smoke and should only be used in a drill stand.
