Any guesses as to when it was made?

I know I may get slated for this but.........what is it?

I'm assuming its some sort of marking device?

I would guess early C20 from German speaking Europe - two stem gauges are still sold by Ulmia and ECE
The Wolfgang Jordan site has links to European manufacturers with some old catalogues and the Eckhard Pohlmann collection shows some similar tools
Try typing streichmass into google images

Nice find Roger , picked this Stanley up last week . Paid a little too much for it at £10 from a dealer.

well, I'll put myself out there: 1912. Would have no idea whether it was from Germany or anywhere else though.
