Hi all
I am just starting to overhaul a Bradson No. 5 hand pillar drill. Most things seems to be in pretty good order so I am planning to just give it a clean up and oil. My only real issue is the chuck as it does not seem to work correctly, I can't get it to grip a bit as the three jaws move independently. The part that sits on top of the jaws (Pictures 2 and 4) looks like it may have snapped off.

I guess my questions are:

Has the part in the pics broken off?
Is the other part still stuck inside the shaft? How would I know?
Am I missing some other reason that the chuck isn't working properly?

As you can probably tell I do not have a lot of experience with this type of thing.
