I've been given some laburnum from a tree that 'has been dying for a while' according to the owner.
Cut and ripped down and sealed, except for first bit onto lathe and roughed out immediately. I have sealed all round with PVA.

It has some quite punky bits - should I wait until I've finish turned it, then when near the final shape use CA, or use it early on?

Rough turn it to shape and once close to the final size use the ca if needed. otherwise you could end up using the glue when all it will end up is in the bin. This could be any where between 1/8" to 1/4" depending on how bad any tear out is
 
Depending how bad/soft the rot is Greg i would leave it.
I have tried turning some rotten lab and it just pulled/broke the fibres out leaving deep holes,even with a sharp tool.
If its just small patches then it might be worth trying,but try giving it a good soak of sanding sealer first as you are cutting through it then possibly the CA on the finish cuts or even sanding??
