I'm wondering what the best way is to do this.

My method is to use a printout stuck onto plywood, then cut closely with a bandsaw. The next step i've tried was using a small dremel kind of minitool which has a very small drum sanding attachment. I'm finding its not really a very good tool to edge up to the paper template edge as the radius of the sander is small.

I think ideally i'd like something like a concave belt sander, on it side. Is it possible to get anything like this or can anyone suggest a better way for me to go about what im trying to do.

Thank you.

Clamp a belt sander on its side and tease the ply up to it. Finish by hand with a sanding block.
