i know i need to go for lithium batteries that much is fine but i have a couple of options 1.3ah or 3.0 ah what does this mean and what extra does this give me as the 3.0 are more expensive

also whats the best bosch blue drill/driver to go for

The rating is "amp hours" and is just amps multiplied by hours - so a 1.3Ah battery would let you draw a current of one amp for 1.3 hours; or 1.3 amps for one hour, or 2.6 amps for half an hour, etc.
The 3Ah batteries would last more than twice as long if delivering the same current.

So the 3Ah batteries are better if you want the longest life; if you want them to be cheap, then the 1.3Ah batteries are better. (Not certain, but the 3Ah batteries would probably be heavier as well, which might matter, or might not.)
