Yes, they were normally used for chamfering the edges of soft ceiling boards.

I bought one, cheap, out of curiosity to see if it could be used as a general purpose chamfering plane. it can't - it's designed to remove the whole chamfer in one cut, which is possible in soft board but not in real timber.
Apparently the front knob can sometimes be the right size to use on a T5 technical jack plane, so that's another potential use if you don't have a lathe to make your own.
