Going through the bits & bobs I got with my lathe, and this was in the box. The part fits in the same hole the tool rest locates in.

Looks like it may be a drilling guide, does the hole go right through? May or may not be use in conjunction with an indexing ring or some kind of locking machanism to hold the workpiece still.

Thats my guess, no doubt one of the seasoned turners will tell you for sure.
 
Yes, the hole goes right through. The drilling guide thing is a possibility, I also got a 1m long Marples brand tool that looks like a very thin gouge. Must investigate.
 
In conjunction with the 1m tool this will probably be a guide for the long hole boring tool for such things as standard lamps. Need to use slowly an clear regularly.

Thanks to you all for asking and answering this question - I was given one of these 20 years ago and never knew what it was - I always assumed it was some kind of special tool for car maintenance !
