Ok, it's a lock mortice chisel rather than an ordinary mortice chisel, and most of it will be wrought iron with some steel laid on at the working tip, but you don't go to eBay for specialist identifications... it looks a perfectly reasonable listing to me.

It does look like it has been 'ground down' rather extensively. Perhaps its for fitting locks in corners or tight spaces? :lol:

With an 18" tang and weighing nearly 3lbs it wants to be a largish lock or perhaps it was originally a shipwrights tool.
 
That seller is one to watch. I bought a set of mortice chisels from him last week for £20 and couldn't be more pleased with them.
