Alf - what sort of plane is this - eBay 250162081847 ?

It is a Bell Plane manufactured by Verdin & Co.
Originally made to plane the angle on the clappers, properly called a "runlikethe".
Very few are now in existence and seldom come up for sale.
Strongly advise you make a bid .

Actually, all joking aside, now that the picture has been corrected I'm still none the wiser as to it's function. Anyone care to enlighten me?

Normally the handles are indeed opposing. When you look closely at this picture you can see the threaded hole at the right side of the body.

Also If you look in the middle top section of this body there is a bumb. This could be for a threaded hole to mount the handles at that 90 degrees?
