I agree with Mick .. 12mm Birch ply and finger joints. Also you will need to plan where the ventilation holes/slots will be placed, such that you achieve a good flow in (cool) and out (warm). To help with this you will need to carefully plan the location of the "hot" bits - e.g. power supply...

Eric, for significantly less outlay I have been using a bench-top belt/disk sander for a number of years with no issues (I think it is a Delta make). This approach is more flexible than a simple "shoe", after-all you already have the portability of the 9404.(I also have the 9404) HTH Dave
