Joe I think you will find that the "Neutral" is actually the live feed. If so the electrician should have put brown sleeving around it. The other 2 wires should be the switched feeds to the fittings

Bussy is quite correct. The DNO is only responsible for the supply up to the cutout, the electricity supply company for the connection between the cutout and the meter. Just a quick word on the power to the building, you will need to notify the local department as it comes under the Part P regulations. If you get a registered electrician to do the connection he will be able to notify and certify it for you.

Oh I see, I get concerned when I see simplistic approaches such as changing the mcb for a higher rating. I incorrectly assumed that you were not aware that this would be notifiable work as required by Part P.

What do you mean by a competent person? It seems to me that you are going to do something without understanding the potential of such an action. It is unlikely that your shed is on a ring final circuit as you state.
