So some locks have a retaining bold that passes through the outer portion of the frame to secure on an internal surface past the shoot bolts? That would certainly explain the problem.

Thanks Owen. I've just bought an impact driver for the job and ordered 100mm self drilling, lubed etc screws after everyone has said 100mm would be fine.
