record power dml 24x lathe big problem

i have had my dml 24x for about 4 months now and it has just developed a clanking sound, when i started poking about in the head stock i found the cogs on the belt drive connected to the spindle were loose, when i tried to tighten them up they would not do so, the bolt is still intact, does any one know whats wrong?
 
The Bolt that you say is intact is it a grub screw if so take it out and look to see if there is a second one underneath as this is something that record do on other machines. The idea being is that you tighen the bottom one then insert the second one which act as a lock preventing it coming loos if either of these were loose for some reason then you will need to retighten them as I stated.
