Router bit speed rating question

Hi all,

For years I've been using a router with a speed controller so adjusted for different bits.
I've just got a palm router with only on/off, the manual says 35000 rpm, all my bits say either 18000 or 28000 rpm, what would people usually do in this scenario? By higher rates bits or is it unlikely to be an issue?

Yes, neither go to over 30,000, but you get the idea
