I've asked my FB friends with no results so now I shall ask the people with the knowledge. Can you identify this tool? It has a part number on it - 569100 - I've tried to research it but no luck. Thanks.

I'm guessing here, but it might be a grinding wheel dresser. Assuming the steel teeth are very hard, the flat part of the black steel goes flat on the tool rest and you move the tool from side to side with the grinder running, to expose fresh stone and square it all up.
 
That's what a couple of friends suggested but they said that the teeth should be able to move whereas this is fixed. It is very possible that that is what it is as the teeth are scratched.

I make paers for a grinding wheel dresser and the wheel turns.

I have no idea what this tool is. In case anyone is wondering, my company is www.metaltech-pm.com and the website works, though under upgrades at the moment that seem more like a year in length!
