It's the best beginner's book on the market, and will give you an idea what you will need to set up.
Go to club - you should have one in reaching distance - they usually give a couple of nights free and give advice on what tools and gear you actually need and what is just very nice to own.
I can't help you much on the lathe other than they are a common round bed machine sold under all manner of different names. If you get on well you'll quickly want to trade up. Good luck.
