I know this isn't an art forum, but it is full of people who know odd things. I'd like to know more about the picture. Is he Belgian, or Asian? Has anyone seen anything like him? Seems to be ink from a brush, though this is probably a print.

Thanks in advance - it's an interesting picture, anyway.

The headgear isn't Asian (South), old or current.

Why don’t you do a “Reverse Google search”?

Might he be Dutch?

Thank you for those ideas. The hat, at a pinch, could be a Chairman Mao, though I can also see Dutch.
The picture is dated "84", which isn't so helpful as it might have been.
Thank you, too, for reverse search - that was new to me. Very productive, but nothing useful has turned up yet.
