I was thinking in these terms, too. Either a finish like that or a water-based finished that was sanded but I don't see such finishes being applied on mass produced furniture as they're time consuming.

Depending on the substrate - not sure using a heat gun is a good idea. If it is that proprietary waterproofing material you probably shouldn't use any potentially altering solution. The heat gun might melt the glue and the black thingy as well, hence releasing fumes, maybe even toxic ones, not...
