Small sleeper wall

Hello

I am creating a small sleeper wall 400mm high. I am laying strip footings and will be using 16mm rebar coming out of it. I was going to thread the sleepers onto the rebar the whole will be 18mm. Should I also use resin to fill in the gap around the rebar and the sleeper. I will also use straps on the rear as well. I work for a large merchant so material cost is of little concern. What would you do?

What is it supporting, just 400mm of soil?

yes it will be supporting soil.

I wouldn't worry too much about the resin. I have some that are making some steps on the patio and are one sleeper high. They are solid enough but about half the height of yours. Straps and rebar will be enough for yours I am sure.
