Hiya, I have a PT260 and you do need to push the workpiece into the infeed roller in-effect lifting the roller up a tad and thus engaging it for it to self-feed through the thicknesser.
I've used numerous other PT's in my time and they all work similarly, and with mine if you do set to thickness...
I have Liberon sanding sealer which is shellac based and you can thin with methylated spirits or IPA and yes it does dry very quickly!
I have not used it for a while but used a very fine squirrels hair flat brush to apply it which had to be performed super quickly before the solvent evaporated...

A quick google peruse of single phase T30's show them with 16A plugs attached, and given that most machine plates show it as being 1KW rated then I deduce that it's only startup current that might be high given the inertia of the spindle itself + some large cutter block...
